The central committee is the organization governing body of the Nevada County Democrats. We have representatives from all four of the five Board of Supervisor district. If you would like to join us in getting Democrats elected to local, state and national election please feel free to come to these meeting and find out what we are all about.

    You really need to track and accumulate a record if Doug LaMalfa’s votes even since January. I think most people besides tea parties would be appalled. You also need to get his opponents faces and policies out there before the campaign. I’be been here for five years and rarely see anything about the election. And you wonder why you lose?

    I”ve also read where Diane Feinstein is thinking of runnnig again. She’ 83 years old and a closet republican. And you wonder why you don’ t relate to youth and progresssives.

    1. Pat thank you for your ideas. We are a small organization and can only do so much. Please check our our committees and see all the work we do. We have turned Nevada County BLUE for the first time in over 20 years. We do publish a monthly newsletter that usually has a LaMalfa watch page.     I have submitted the attached resolution which seeks to establish basic democratic rights for homeowners in community associations. As present, the 12 million Californians who live in CIDs are not granted that right by law. The denies them the ability to develop and present their views to the volunteer Board Members who control much of their lives.

    Please consider this draft resolution for submission to the CDC Resolutions Committee for consideration at the May Convention. The deadline for submission is April 19th.

    I will attend the meeting tomorrow to respond to questions.

    Resolution to Establish the Right of Home Owners to Inspect
    and Copy CID Electronic Mail Address Lists

    WHEREAS, more than twelve million Californians now reside in Common Interest Developments (CIDs), also known as Homeowner Associations (HOAs), Planned Unit Developments, condominiums, or stock cooperatives; and

    WHEREAS, HOAs are quasi-governmental entities, typically organized by their developers as non-profit mutual benefit corporations that afford members little practical ability to participate in, or influence, association governance; and

    WHEREAS, despite a decision by a California Court of Appeals that the term “members’. . . addresses,” in (Corporations Code) section 8330, subdivision (a) (1), which a corporation is required to disclose, is sufficiently broad to encompass email addresses in light of the section’s purpose and in light of allied sections that allow a corporation to communicate with its members for the purpose of the corporation’s business,” many of the private corporations that control California CIDs continue to deny members access to the electronic mailing addresses in their member address lists; and

    WHEREAS, electronic mail offers the only timely, affordable and interactive communication tool available to members for purposes of developing and presenting their common viewpoints to the volunteer directors who control their HOAs; and

    WHEREAS, the Davis-Stirling Act requires CIDs to allow members to inspect and copy the mailing addresses in their membership lists but does not define the term “mailing address” as including both postal and electronic addresses;

    THEREFORE BE IT RESOLVED, that the California Democratic Party SUPPORTS amendment of the Davis-Stirling Act as needed to clearly establish the right of CID members to inspect and copy the electronic mailing addresses of members in their membership lists for purposes that directly relate to their interest as members;

    BE IT FURTHER RESOLVED, that the right of members to inspect and copy HOA email addresses could be established by adding three words, “postal and electronic”, following the term” mailing address” in the Civil Code §5200(a)(9) definition of association records that are subject to disclosure.
